What is a Levy Appeal and why is Carmel proposing one for 2021?

The City Council recently heard a thorough explanation of the city’s tax levy as it pertains to the annexation of Home Place and the adjustment that needs to be made. In this video, city financial consultant Curt Coonrod explains the purpose of the appeal, which is to increase the limit on the city’s levy. It is important to point out that a levy limit increase doesn’t necessarily mean there will be a rate increase.
