Ryan Locke is a third-generation Carmel resident and an attorney with experience administering state government for nearly a decade – for the Indiana State Police, then the Indiana Treasurer of State and now at the Indiana Economic Development Corporation.

He has helped local communities across Indiana find creative and common-sense ways to serve their residents and solve their challenges. He oversaw our State’s financial management, public sector pensions, bond issuances and investment programs and will apply that knowledge locally to Carmel.

Ryan strives to bring his expertise and experience home to help ensure that Carmel continues to strategically and responsibly meet the needs of its residents – our needs – now and into the future. He and his wife Elise know there’s no better place than Carmel to raise their family and his goal is to be an objective and rational voice on the Council to ensure it continues to be.
