I see groups soliciting material on the Monon Trail. Is this permitted by city ordinance?

The City of Carmel regulates this kind of activity through its Code Enforcement Office, which is part of the Community Services Department. Typically when this activity is reported, the Code Enforcement Office will reach out out to the individuals or groups involved and educate them on what they can and cannot do.

Each year, the City pulls between 1,200 and 1,700 signs out of the public right of way, which would include the Monon Greenway, parks, trails, utility poles, grassy areas and roundabouts. Most of the time these things are discovered after they have been put in place. Litigation is not very common unless the Code Enforcement officer actually sees the person installing a sign illegally.

If you see individuals handing out advertisements or soliciting, you should call the non emergency line for the Carmel Police Department (317) 571-2580, and/or grab the pamphlet and reach out to Brent Liggett, Code Enforcement Operations Manager by email to bliggett@carmel.in.gov and he will work with Carmel Police and the Parks Department to educate the person or group.
